cant call my friend in philippines

when my friend in Philippines called me. the number on my cell phone is:
630-998-630-7xxx (I blocked the last 3 out) which is 13 numbers. which is weird cause I thought Philippines cell phone numbers were 12 numbers. I tried calling her back using 011-630-998-630-7xxx. that didn’t work. I used to be able to dial 011-639-986-307-xxx and that would work. but now when I dial it, there never is a answer and I know she’s home.
what is the number format from 630-998-630-xxxx on my cell phone that I need to call her back?

Hello,
Leaving out the zero after 63 is the correct way to dial. The zero is a code used for national calls within the Philippines and 63 is the country code. So you would dial 011 63 998-630-7xxx. Now why she won’t answer I can not say.
