I am from Malaysia, have try to contact one of my friend in Bolivia.
Somehow, trying many times still unable to get through the cell phone number.
I have checked how to call from Malaysia to Bolivia, that required the following code:
00 + 591 + 7 xxx xxxx

I am wandering cell phone number in Bolivia do start with 79?

Bolivian cell numbers do start with 7 as stated on our website. The second digit could be 9, but not only. From what I see you’ve been dialing the right digits. Could be that your current phone plan doesn’t allow for international calling.
