calling ukraine cell question

I am trying to call a nine digit cell in kiev, Ukraine, from the USA. if first dial 011, then 380, then 44, then the nine digit number provided to me. why does this not work? it says cannot be completed as dialed. any help I would appreciate very much.

Hello,

As stated on our page on how to dial the Ukraine you do not need to use an area code when dialing to a Ukraine mobile phone. Just dial 011 380 followed by the 9 digit mobile number.
