help calling south korea

i was hopeing you could help me, my boyfiend is on an army base in South Korea and i cant get my calls to go through i dont know what im doing wrong! i know that the international code is 011 the country code is 82 and his city code is 31 his cell phone number is 010-8671-4??? but i cant get it to go through? i have tryed to leave off the 010 then just the first 0 but nothing works? please help! thank you.

Hi Rebecca,
Cell phones over there do not use area codes. Also, what you have to leave out is the zero from the cell phone number: 011 82 10 8671 4???
