how to call north korea from usa

a friend in North Korea provided cell phone number: 011-82-10-xxxx-xxxx, but i cannot connect as written. Please assist on the proper way to dial from U.S.

The number you are dialing is in South Korea (you wrote North Korea). The dialing sequence looks right to me. Try using another line/service to place the call or make sure your current plan allows placing international calls.

It looks like a cell-phone in South Korea,but even if the cell-phone is in North Korea you must dial it like pretending to call South korea.
