Call to Japan intercepted by operator

One of the calls to Japan is alway intercepted by the voice box (recorded messaage) of the Japanese Operator which I do not understand.
The two calls are in the same area code and yet one gets through and the other call in question is intercepted by ahe recorded operator’s message.
I would like to know how this can be corrected so that I can make a direct call in the normal manner.
Call always interecepted : 011-81-7492-51468
Call received in the normal manner: 011-81-7492-51622
Can anyone help me?

Hi David,

I just called the first number (ending in 51468) and the phone rings fine. Nobody picked up – probably nobody was at home. So are you saying that before the phone rings your call gets some local operator?
