Mobile phone – Country Code Urgent! Thanks!

If I call the mobile phone number to worldwide, I need to add the COUNTRY CODE first, but should I add the area code also? eg: if i call chinese on mobile phone, i just need to put +86 then the mobile phone number.

or every country is different? i want the list that show all needed area code number for mobile phone. Thank You!!!

Mobile phones in most countries have a national numbering format (two exceptions are the USA and Canada where cell phones and landlines share the same area codes). In China, all cell phones start with digit 1 and total 11 digits. From Hong Kong you would have the following: +86 1 ????? ?????.
