Roaming – visitted area operator – is there any error??

Iam getting confusion on roaming service. my boyfriend is in canada and he got canada’s sim with activating roaming service .. he was about to come here in china … i tried to call him firstly he dint pick up the call and canda’s sim voice service operator speak out that this no is unable to pick up the call and secondly i tried again he dint pick up the call and lastly on chinese language voice operator talk that this no is unable to pick up the call
so here in this situation .. i want to know where he is now … i do have doubt that he is in already in china but he told me that he is still in canada… so please anybody can u help me please
