    When a call is made, some numbers have the plus (+) sign in them. Are these used as a number sequence or just a notation to include the number?

    Hello,

    The plus sign replaces the exit code (011 for US and Canada) when dialing from a cell phone. In other words this is an alternative to dialing 011. So for UK when calling from the US and using a cell phone to dial you either enter 011 44 or +44, never both.
