It’s impossible to control the way your mobile phone rings when using it abroad on a foreign network.
If you don’t want people calling you to know that you are abroad there are some solutions.
One is called VoIP or Voice over IP. In case you don’t know what it is, VoIP is a telephone service which uses a broadband Internet connection instead of a traditional telephone line to connect.
VoIP services have evolved a great deal over the years and today you can subscribe to really complex, feature rich plans. And one important feature is mobility: you can take the service with you or even use an app on your smart phone. The only condition: having a good connection to the Internet. Of course, when you are not connected you can forward incoming calls to a voicemail message or to a different number (your regular cell number – in this case people calling you might hear the foreign ring.
One of the popular services that comes to mind is Vonage, but there are others too. Check out their plans, talk to them, tell them exactly how/where you plan to use their service and what your concerns are.
Another service you could use is Call forwarding. You can sign up for service with one of the companies offering this type of service (Florida based United World Telecom is a popular one) and they’ll give you a phone number in a country and area code of your choice. When dialed, the number forwards the call to another phone number of your choice, even an international phone number. Usually, these services also allow you to pick the ringback tone people hear when dialing your number.
Toll free numbers can generally be called at a national level. In other words, toll free numbers in New Zealand can be called from within NZ only. However, in some cases it is possible to dial a toll free number from abroad, but of course there will be regular international charges. These being said, if you have a NZ toll free number starting with 08 try dropping the initial zero: 011 64 8 and so on. If it doesn’t work you need to find a regular contact phone number for this company.
The New Zealand number you have is a landline. You need to drop the initial zero and dial:
0011 64 9366 7xxx.

So, to call on Whatsapp internationally you would only be able to call to a mobile phone with the Whatsapp app installed. Cuban cell phone numbers comprise 8 digits and the first digit is 5. Cuba’s country code is 53. This is how you should store the Cuban phone number in your smartphone’s address book: +535xxxxxxx.

Chinese cell phone numbers comprise 11 digits, the first digit is always 1 and the second digit can be any digit from 3 through 9. So it seems that your second number is complete.
There isn’t much you can do here. When someone is traveling with their US cell phone abroad nothing changes in the way you dial their phone so make sure you don’t add any international codes. Other than this, if it doesn’t work the issue is on their end.
The number you have been trying to dial is Australian so you can dial it without using 61 (AU country code). You should use: 0871001814.
If you keep getting the same message then there is an issue with the number. If you do a quick Google search for this phone number you’ll see that other people have had the same experience when trying to dial it.
As far as I am aware you can not dial local operators in other countries. You can dial a US international operator by pressing 01 and they will help you with the call or even provide you with assistance finding an international telephone number.

The thing about collect calling is that it is a dying business these days.
There are so many ways one can communicate that there is no longer a popular
need for this type of service.
These being said you might be able to call collect, depending on the country
you live in. Basically you would have to reach an operator who would place
the call for you. And I believe you would have to use a landline. According
to Fodors.com “To reach an operator, dial 0800/0410. To make a collect call,
or dial toll-free to a number outside the Netherlands, dial 0800/0101.”

Have you tried just dialing the number? I mean do you not afford the charges
or do you think you can’t call the number unless it’s a collect call? To
direct dial this Canadian # from Holland you would add 001 to it: 001 613
957 1954 (I just tried dialing it and it works fine without it having to be a collect call).

First of all, the Emergency number in all EU countries, including France is 112 not 211. If your US phone has international roaming activated you can call this number just like locals do, no need to add +33. Just dial 112.

These days, when using a cell phone you can easily hide your number by changing its settings.

Well then it’s because either they have a standard form accepting US numbers only or maybe you can enter the 8 digit Costa Rican number and also mention the country so that they’ll know what country code to add.
So, if I understand this correctly you are in Costa Rica with a local mobile number and you need to receive calls from the US? If so there are a few things I would like to point out:
-you don’t add an area code to a Costa Rica cell number
-Costa Rican cell numbers comprise 8 digits (you mention 10)
-the dialing sequence from the US to a Costa Rica cell would be: 011 506 XXXX XXXX or +506 XXXX XXXX.

011 is the code used to dial international calls from the USA. While in Germany, either use the local dialing sequence: 0170 1152xxx or +49 170 1152xxx which is basically the universal dialing format (it works from any country).

If you take your UK mobile phone abroad it is still a UK phone, that’s how international roaming works. So your friend from Austria would dial you the way they usually dial: 00 44 1234 123 123. In the same way, your friends in the UK would reach you by simply dialing your UK phone as if you never left.
Keep in mind that, for your mobile to work abroad, you need an active roaming plan, especially for traveling outside the European Union. So make sure you talk to your wireless provider about this before you leave.
