First of all, I am the moderator of this forum and I do not live in Cote D’Ivoire. I do not know anything about papers this girl would need to leave her country. Generally a visa is required to enter a country (Italy in this case).
I looked up Niort and could only find a small town in France with this name.

As stated above, for your daughter to receive calls from people in South Korea they must dial as if she were in the US: 001 1 ??? ??? ????. They will also pay international charges. I’m not sure why people from the US haven’t been able to reach her – make sure they know how to dial (some people don’t realize that they don’t need to add any international dialing codes; just have them dial her regular US number with no additions to it). Although I haven’t heard of this plan allowing only family members to call someone carrying their phone in another country, it is possible that Verizon has this option. You should know better (calling Verizon might help).
At least for communicating within South Korea your daughter would likely be better off buying a local SIM card – this way locals would be able to call her without incurring international charges (she would probably pay less too). If she also wants to keep her US number she could get a basic low cost prepaid phone/plan.

I believe plans from Skype are the cheapest you can get. They have a calling plan for calling Italy landlines at around $8/month for unlimited calling. They do have a Fair usage policy for these unlimited plans, but still it’s a good deal.
Another option would be to use a regular calling service. Using Skype or any VoIP service requires a broadband Internet connection; if the connection goes down the phone service goes down. If you sign up for a regular service you can place calls using your current phone line. There are many such services providing low cost calling to international destinations. For example https://www.rebtel.com is a popular provider. Calls are made by dialing a local access number so being able to place free local calls is important.

The simplest option you have is to use your Hawaii cell phone while in Spain. In this case your phone number stays the same and you can answer calls as you usually do (for example, people from the US don’t need to add any international codes to reach you); of course, you’ll be the one paying the international charges for calls received. This is obviously the most expensive option (you’d have to ask your wireless provider about rates, but they are generally high, especially that, in order to communicate between two US cell phones both in Spain you would pay double the international roaming charges). One other thing with this option – most European wireless providers use the GSM technology. You would have to make sure your phones will actually work in Europe as some US networks do not use GSM.
One other option would be to buy Spain prepaid wireless SIM cards locally and either use them with your current US phones (if they work with GSM technology) or buy some inexpensive basic cell phones. Calling rates are usually reasonable for Spain domestic calls plus, depending on offers currently available you’ll probably be able to talk free when calling other mobiles in the same network (or when calling outside peak hours). Some prepaid plans also include international minutes – make sure you inquire about this, also what rates are charged when calling the US. One good thing about European cell phones – you do not pay to receive calls. Here are two big Spanish wireless providers:

The answer is no, there will be no charges at all to the landline number receiving the call. This rule applies to any landline anywhere in the world. Moreover, in Europe and most countries outside North America cell phones aren’t charged for received calls either.

Some flat rate phone plans do include calls to Canada. There is no way for me to answer this question because I have no idea what plan you have, what company provides it and so on. It would be best for you to call them and inquire about this. Same for your wireless service.
Just dial your friend’s phone number the way you usually do when she is in the US – no need to add any extra codes, her wireless carrier will redirect your call to wherever she is.
That’s incorrect. That’s exactly the opposite of what I said above. I said that people call you AS IF you were in the US. Do people in the US ever dial 00 1 ??? ??? ???? to reach you when you are in the US? Not likely. They dial 1 ??? ??? ????.
When you are in NZ with your US cell, in order to call another US cell also in NZ you will use 00 1 ??? ??? ????.

Nothing changes in the way other people call a cel phone roaming in another country. In other words, people from the US or from any country will dial your number as if you were in the US.
What changes is the way you place calls from a cellular using a foreign wireless carrier. Instead of using 011 to call internationally you will use 00 in New Zealand. Moreover, you will dial local numbers in their local format.
To call a US cell also in NZ you wil basically dial as if you were calling the US and the call will then be redirected back to NZ: 00 1 ??? ??? ????. Both phones will incur international charges unless otherwise stated by your wireless company.

OK. As I understand it you have a Korean cell currently used in roaming in the USA calling to a US landline/cell number. If this is the case she should dial the US numbers the way they are dialed in the US. For example: many Houston phone numbers including area code look like this: 713 ??? ????. This is what your grandmother should dial. For state to state calls a 1 is also required in most cases: 1 713 ??? ????.
Note that the above is just an example. Houston has other area codes besides 713 (281 and 832).

I suppose you couldn’t find the info because you were looking for Holland whose official name is the Netherlands. Anyway, since we’re here I am going to briefly answer your question. To dial or text an Italian cell phone from Holland you would type in the following: 00 39 3?? ??? ????. The last 10 digits starting with 3 should be the Italian cell while 39 is Italy’s country code.
