I think there are cell phones starting with both 8 and 7. However, there are also landlines starting with these two digits therefore it will be hard to differentiate between mobile and fixed numbers. I will further look into this to see how I can more accurately describe India’s numbering plan.
Yes, from Singapore you can use 001 or you can also use the plus sign instead of 001. For the latter you have to literally enter the plus sign before Russia’s country code (7).
+1905 and 001905 should both work for texting and calling. The most likely cause of his text not reaching you is your friend’s wireless plan not allowing international texting and/or calling. I would advise him to call the Moldavian wireless carrier he subscribes to and ask about this. Normally he shouldn’t have to pay for unsent messages.

In your first post you also included digit 1 before 609. I suppose you left it out by mistake in your last post? Anyway, all German cell numbers start with digit 1. So, if your friend gave you 011 49 16092237??? you should dial 016092237??? (the starting zero is added when calling within Germany only).

The number you were given is a Ukraine cellular phone. These do not use area codes therefore no need to add Donetsk’ area code to it. Instead, dial the number as is: 011 380 66351xxxx.
It looks like you are using the correct dialing sequence. If I can have the complete number I will try and dial it for you to see if it rings. This way we’ll know if the problem is on your end.
Not sure where all the confusion. We list just one way of dialing Bulgarian cell phones and I am sure it’s the right way: 00 359 882 930 585. Instead of 00 your friend can also use the plus sign – both methods work.
You call them as if you would call Sweden from Germany and they call you as if you were in the US:
-you to Swedish cell: 00 46 7?? ?? ?? ??;
-your friends to your US cell: 00 1 ??? ??? ????.
Note that you will both pay international roaming charges for both placed and received calls.
011 49 is used to call Germany from the US. 011 is the international access code for dialing abroad from the US and 49 is Germany’s country code. When in Germany, even with a US cell you will no longer need to dial 011 or 49. You will dial German phone numbers the way locals do. If you reply with the whole number you were provided with I will tell you what to dial when in Germany. You can replace the last 3 digits with ??? if you don’t want to disclose the number.
Yes, adding 00 before the Iridium number is the right way to dial. If this satellite phone is functional most likely there is a problem on your end. Call your telephone service provider to inquire about this – ask them if your plan allows dialing internationally and mention satellite phones since these are a special type of service.
Call your wireless provider to inquire about your being unable to dial Ukraine. The problem is on your end since I was able to dial this number. Or try using another line to call. If for some reason your wireless provider says you can not dial the Ukraine using your current phone let me know and I will advice on a possible way to dial internationally using a US connection.
Hello again. I just dialed your friend’s number and could hear a message in both Arabic and English (in this order) saying that “the number you have dialed can not be reached at the moment..please try again later..”.
I just tried dialing the number and got this message: “Hello, the person you have called is currently unavailable……”. So the call goes through, but there seems to be a problem with your friend’s phone (cell is turned off or he’s in a non coverage area, etc).
