1. This is his number “spelled” correctly: +90 5416 ??? ??? (90 is Turkey’s country code and the rest is the cell number; no area codes are used for Turkey cellular phones so all Turkey cell numbers start with 5).
2. He can call you using your local number so normally his number should not show in full international format on your caller ID; how it will show depends on your network.
3. You must dial his full international number to reach him (+90…).
4. You will pay international charges and he will pay roaming charges to receive calls to Singapore. Basically your calls will be routed through Turkey. Here’s a page providing more info on how international roaming works.

Putting 9 before 11 is the correct way to dial this number. The fact that you are hearing a message in Spanish means that the call gets connected. So most likely the problem is on your friend’s end. Have him/her call their mobile operator to inquire about this. If you provide the whole number I will try to call it to see if I get the same message.

You don’t need to add 4 for Dubai (just like you don’t add an area code to a US toll free number). However, toll free numbers can generaly be dialed from within the country where they are registered so it is likely that the call won’t go through. Please see this page explaining how toll free numbers work.
Did you add digit 1 (one) before the area code? This digit is needed for dialing Mexico cell phones from abroad. So, if you are in the US or Canada you would dial: 011 52 1 + area code + cell number.
Has your friend tried to reply to your messages? Other users have reported receiving text messages with the same UK number appearing as the sender and being able to reply. It seems that the network somehow remembers the actual number the text message comes from and directs the message to it. Here’s an older thread where this same issue is discussed (although people trying to text each other are from other countries).
It’s true that you can call/text her and incur the same rates you would if she were in England (or if you have free minutes/messages you will pay nothing). However, the calls/texts will not be free for her. In other words she will incur international charges because this is how international roaming works.
The plus sign replaces the exit code (011 for US and Canada) when dialing from a cell phone. In other words this is an alternative to dialing 011. So for UK when calling from the US and using a cell phone to dial you either enter 011 44 or +44, never both.
