US numbers have a 10 digit format (after the starting 1). You included 11, but this is likely a typing error. Anyway, check to see that you dial this format: +1 ??? ??? ???? (first 3 digits is the area code). If it doesn’t work there are 2 possible reasons:
1) Your wireless plan does not allow international texting
2) An incompatibility between the 2 networks. An error with texting between the two networks (usually happens when the US network does not use GSM technology).

In any case try contacting your wireless provider to inquire about this.

From the cell number format I suppose this is a Philippines cell and the person carrying it is now in Jordan using this phone with a roaming agreement. If this is the case you should dial the number as if this person was in the Philippines. In other words nothing changes in the way you dial this number. I believe the number you have has too many/too few digits. Ukraine’s country code is 380. For some reason 80 is included in your number (don’t know why 3 was left out). In short I believe that the actual cell number is 953 420 9??. To dial this number from the US you will enter 011 380 953 420 9??. If this doesn’t work please reply to this post.

If you are dialing the correct sequence (011 882…) and the message doesn’t reach your friend’s cell phone I would advise calling your wireless provider to ask why you can”t send this message (it is possible that international texting is blocked, etc).

So you’re saying that their SMS arrives and yours doesn’t? If so try calling your mobile wireless provider and ask them why you can’t send SMS messages. 011 is the code used to dial out of the US just like 00 is the code used in South Africa.

Hi Rimonde. Judging by your email address I suppose you are from Australia (this is important). Cell numbers in the Netherlands do not use area codes. They use the following format nationwide: 6 ???? ????. So you will dial 0011 31 6 ???? ???? (or you can replace 0011 with the plus sign).

Our website provides calling codes for calling the UAE from Nigeria. If the call doesn’t go through there is either a problem with your line (like inability to place international calls), or with the called party. I wouldn’t worry about it – if it’s an urgency they will cal back.

My advise: call your wireless provider and inquire about this issue. Sometimes international texting does not work due to different technologies being used by the two networks. It would help to know the name of the Wireless company in the Caymans. One other possible reason: you do not have international texting turned on.

One thing to check: when dialing within Vietnam phone numbers start with a 0 (zero). When dialing the same number from outside Vietnam you must leave out this starting digit.

I just dialed this number and I get the same “this number is not valid” message in both Spanish and English. I am calling from Europe so this is definitely not an issue with US originating calls. The message seems to be triggered after connecting to the Cambodian operator. So you’re sure that this phone with this number is used in Cambodia? Although I have never heard of this it could be that the phone is somehow blocked for receiving incoming international calls. Have your brother call the wireless provider over there and inquire about this issue. Sorry I can’t do more.
