You don’t need to add anything to your friend’s UK number – just dial the usual sequence 07….. The wireless provider will transfer the call automatically to wherever your friend is located.

I just dialed the two numbers and they both seemed to work – I hung up before you or your wife could answer. I let my call to your wife’s number in India ring twice and the call to your number once before I hung up. The number I called from should show anonymous or something similar. Check to see if you have a missed call, especially ask your wife to do this.
In my opinion, there is an issue with the line you have been using to place the calls. I would ask my phone service provider about this or try using another line to dial.

Finally for this year cell phone numbers in area codes 31, 32, 33, 34, 35, 37 and 38 (State of Minas Gerais) and 71, 73, 74, 75, 77 and 79 (States of Bahia and Sergipe) will migrate from 8 to 9 digits on October 11th, 2015.

On May 31, 2015 cell phone numbers in area codes 81, 82, 83, 84, 85, 86, 87, 88, and
89 (States of Alagoas, Ceara, Paraiba, Pernambuco, Piaui, Rio Grande do Norte) migrated from 8 to 9 digits.
Example:
Former mobile number in Paulista, Pernambuco: 81 ???? ????
becomes 81 9???? ???? starting May 31, 2015.

On November 2, 2014 cell phone numbers in area codes 91, 92, 93, 94, 95, 96, 97, 98 and 99 (States of Amapa, Amazonas, Maranhao, Para and Roraima) were changed from 8 to 9 digits by adding digit 9 at the beginning.
Example:
Mobile numbers in the city of Macapa (Amapa state) 96 ???? ???? were changed to 96 9???? ????.

Well, believe it or not, it is an Australian mobile phone 🙂 This is its international dialing format. The local/national version would be 04165423xx. 61 is Australia’s country code when dialed from abroad.

If calling from your cell phone you can dial the number as is (literally enter the initial plus sign). Or, calling from either cell phone or landline you may use 00 to replace the plus sign:
00 359 and so on.

You leave out the initial zero only when dialing the full international version of the UK number (+44…). If you choose to dial the national version (07xxx xxx xxx for UK mobiles is an example) then you no longer leave out the initial zero – in other words you dial exactly what locals do.
Even though you have a US phone, to dial back to the US you will have to use the European exit code which is 00. You use 011 when calling abroad from the US and Canada. To avoid confusion you may also use the plus sign instead of this international exit code, also known as IDD (international direct dial) code: +1 xxx xxx xxxx is the same with 00 1 xxx xxx xxxx for calling the US from the UK.

Thanks for posting your questions. There isn’t much I should add – you are correct in all your assumptions.
Regarding dialing UK numbers from your US phones – both ways may work. The correct way to dial is using the local numbering sequence. However, especially when dialing mobile phone numbers you may also use their international version. For example: a UK mobile number looks like this when dialed from within the UK: 07xxx xxx xxx. When dialing it from outside the UK you would use +44 7xxx xxx xxx. This last dialing sequence would likely work nowadays when dialing from the UK either, at least when using a cell phone to place the call.

If your friend has an Inmarsat phone then using Spain’s country code makes no sense (by the way Spain’s country code is 34 not 034). Inmarsat has its own code which you already seem to know: 870. What happens when you dial 011 870?
The +1 988 number seems incorrect as well. It looks like a US number only there is no area code 988. Ask your friend again: is he 100% sure he has Inmarsat? If so why didn’t he provide the full number (870 included)? You can’t really call a satellite phone from anywhere without dialing the complete number so it would make sense for a satellite phone user to provide the whole number.

To dial local Guatemala numbers just use what people over there use. Guatemala uses 8 digit Telephone numbers for both landlines and cell phones.
To dial back to your country (Belize I understand) use 00 501 followed by the Belize 7 digit phone number:

Indeed this number is incorrect or likely incomplete. It could be a US number from Arizona (area code 623), but if so it misses one digit – US phone numbers comprise 10 digits starting with the area code (1 would be the US country code).

The thing about those contact numbers on the back of US bank cards – they can easily receive collect calls when dialed from within the USA. When placing the call from outside the US it gets complicated because you’re dealing with different carriers and some may or may not provide operator assisted calls. My advice to you is to call your Smart Filipino carrier (or walk into one of their physical stores) and ask about the number you should call to be able to dial a collect call to the US.
An easier option would be to simply dial the bank’s number and pay for the call. Of course, when placing such a call you must take into account the amount of time you would likely spend on the phone with your bank. Here’s an interesting NYTimes article on the issue:

US phone numbers have the following national dialing format: 1 yyy xxx xxxx. yyy is the area code (both landlines and cell numbers use area codes). How you dial a US number depends on whether that particular call is local or long distance. Generally, to dial state to state you need to dial the full national number (see above). When calling within the same state, leaving out the leading 1 should work fine (or calling the 7 digit number without the area code also works for local calls).
Using 44 or 001 makes no sense. One other option that might make sense is using +1 yyy xxx xxxx or 011 1 yyy xxx xxxx. 011 is the international prefix used by the US and Canada to call abroad (just like the UK uses 00). Dialing +1 instead of 011 works with cell phones.
