Since your friend has international roaming on his phone you just have to send him a text message like you normally do. No additional codes required.

You have to check your cell phone number for Ukraine. It will start with one of those above given codes for cell phones.

Basically it’s going to be 011-380 then the cell phone number that you have without the leading zero if any in the beginning of the number.

You have to dial the number using 001 first and then the Canadian number is 10 digits. Check to see if your telephone network is allowing International Calls from your phone. Sometimes you have to get those activated before you can make a call.
