I am trying to call a cell phone in China and I am having so many problems. When I talked to my phone carrier they told me that the 1st 2 numbers of a cell phone should be 13, 14, 15, 16, 17 or 18 as this signifies a cell phone. Then, there is supposed to be 10 numbers after that. But, the 2 numbers I have, one has 8 numbers after the 17 and the other has 9 numbers past the 13. I have no clue what I am doing wrong. Please help. Thank you.
