1.If you add one single number to an existing number anywhere in the world…your call will NEVER get tru,the same happens if you take one number off.So just the amount of numbers needed.
2.Country codes are 1-2 and 3 digits,it varies depending on the amount of telephone lines in each country. Brazil 55(big)— Costa Rica 506(small)Russia 7 and USA 1 (huge)
3.Countries in Europe start whith 3 and 4 ,in America is 5,9 is in the middle east and so on. Cheers!!!

It looks like a cell-phone in South Korea,but even if the cell-phone is in North Korea you must dial it like pretending to call South korea.

You must be used to dial UK numbers starting with the 0,when someones dials a UK number from another country should remove the starting 0.So it should be in this case from USA like this: 011 44 (and the usually 10 digit number that in most cases starts with a 7).

Actually if you add 00 to the 404??????? number your call will be routed to Romania,USA country code is 1,so the way you should be dialing is 001-404 ???-???? from any phone in the UK. Cheers!!!
